Since 1996, China Telecom has been conducting research and experiment in the field of electronic commerce with initial achievements obtained. A good number of e-commerce application projects have been launched solely by telecom sectors in different parts of China or jointly by those telecom sectors with partners of the public and government departments. The CA center of China Telecom was successfully established in Central China's Hunan Province and passed the appraisal jointly sponsored by the Ministry of Information Industry and the State Security Office on August 2, 1999. The regional CA centers are under establishment in Shanghai and Guangdong, through positive negotiation with local government bodies. Meanwhile, China Telecom has set up the payment gateways with banks such as Agricultural Bank and Merchants Bank. For the time being, a variety of well-run applications launched in various places include Stock Star, bank-enterprise account checking system, online payment, online mart, online hotel reservation, electronic taxation system, registration system for medial treatment and online auction system etc. These activities prove to be effective probes for China Telecom to further its e-commerce campaign.
China Telecom defined its general strategy of e-commerce development as to seize opportunities, study problems, seek cooperation and take heights, and the objective as to set up platforms for e-commerce, characterized by a full consolidation of three factors - information, capital and material, in the form of flow, taking China Telecom's CA system (CTCA) as the core, and the networks of 163 and 169 as the basis, incorporating diversified secured access means, and aiming at growth of services and applications,
Great efforts will be made to see CTCA platforms in 15 to 20 provinces complete by the end of 1999. the first quarter of the next year will witness a full completion of CTCA platforms in all the provinces, autonomous regions and municipalities in Configuration of the e-commerce platform
The e-commerce platform consists of four parts: CA system, access system, payment system and service application system.
Construction of CA system
CTCA system consists of three levels: national CA center, provincial RA centers and certificate awarding points.
Construction of payment system
China Telecom enthusiastically seeks partnership with People's Bank and all the commercial banks for joint planning, unified standards, rational distribution of points, and joint construction of payment gateway.
Construction of access system
Multiple access means including dial-up, ISDN, simple terminals, BP, mobile phone and set top box will be effected gradually. When possible, a nationwide unified telephone number will be used to provide customers with services of integrated access required by diversified terminals at end-users'.
With the current status and China's specific conditions, while enhancement of various online applications and simple e-commerce services continues, CTCA-based e-commerce will be launched step-by-step with key projects. The priority will go to those non-payment services. Major efforts will be devoted to e-commerce without computer. The industry specific e-commerce applications with the fixed user groups will be developed or promoted. The soft launch and promotion of new services will be properly done for the mature and expansion of e-commerce market.
