Overview
Ideal-ISS, an integrated settlement solution, implements inter-network settlement between telecom operators and settlement between different departments within the same network to ensure rational in-network distribution and accurate inter-carrier settlement for maximizing revenues. Integrated settlement includes inter-network settlement, in-network distribution, roaming-related settlement and roaming-related distribution.

data layer
The system uses layered architecture. The access layer provides flexible and easy access to the system. The service processing layer activates basic service components through process allocation to handle various services. The data layer, with various basic data and resulting data stored, screens storage and organization of data to the service layer. This layered architecture design will reduce system coupling, and enhance system scalability and reusability.

Mediation
Data are transported to the designated place in a directory by the system, through unified data transport platform.
Pre-processing
Format raw record.
Rating
By the pre-processed output of usage records, obtain the corresponding billing and discount rules to fulfil rating for billing and rating for settlement.
Settlement processing
Make consolidation and statistics of the rated data, obtain the corresponding rule for the settlement type to conduct settlement processing, referring to settlement/shared costs.
Data distribution
The list data and other data like statistics processed are distributed by data distribution module.
Reprocessing
By the reprocessing conditions, reprocessing module sorts out exceptional usage records for reprocessing. The input point for the reprocessing is at the entry of the pre-processing module.
Returned processing
Reprocess the related original records by the batch number of the system processing.
Examination and check
Examine the processing by the batch, fulfil batch number examination, daily examination and monthly examination. Other check functions are distributed in different modules. Any abnormality will trigger alarming.
Visualization navigation
The operation support parameters for the integrated settlement system will be affected by the changes of tariff, policies and other factors. In order to clearly identify the possible affects of related parameter modification on settlement, the visualization navigation system simulates the real-world situation, configures separate processing channels and databanks for storage, extracts sample data for processing and generates related tables for comparison.

Mediation
Data are transported to the designated place in a directory by the system, through unified data transport platform. Configuration of different directories and differently named files allows two-way transport. Detailed analysis is available, as designed, for processing of various services associated with inter-network settlement, roaming-rated distribution and in-network distribution.
Pre-processing
Format raw records and form standardized EAI interface, used by Ideal-ISS and its long-distance communication settlement subsystem. Through the further consolidation and standardization in this phase (identify exceptional usage records only with exception numbers), data are classified to four major types of inter-network settlement, in-network distribution, roaming-related settlement and roaming-related distribution and other data to be sorted, with reference to configured logical expression and rules. Major settle types are decided at this point, while specific settlement/distribution type will be specified and identified in the rating module, and the identifier of the first processing batch marked on the file names and usage record.

Settlement processing
Make consolidation and statistics of the rated data, referring to settlement/shared costs, form primary statistical factors, accumulate statistical data and obtain the corresponding rule for the settlement type to conduct settlement processing. The identifier of the second processing batch is marked and database input for the lists created required.
Data distribution
The list data and other data like statistics processed are distributed by data distribution module. The objects to be distributed include formats (1,2,3) as required by the HQ, roaming lists, and system information points. Meanwhile, fulfil data distribution to various billing and accounting systems for local networks and other systems.

Reprocessing
The exceptional usage records output in the rating phase (including those with pre-processing labels and the ones generated by the rating module) will be input to the lists for exceptional usage records with the database input function. By the reprocessing conditions, reprocessing module sorts out exceptional usage records for reprocessing. The input point for the reprocessing is at the entry of the pre-processing module.
Returned processing
It is based on the processing batch. If it is required to return to the second phase, then what is in the processing batch of the second phase should be sorted out, backing to the very start of settlement processing to restart processing. If it is required to return to the first phase, then what is in the processing batch of the first phase should be sorted out to restart processing for the related original records.
