I. General Rule
Shanghai Telecom's Mass Storage Center will be built as one of concerted efforts to implement IDC (Internet Data Center) project initiated by Shanghai Telecom and enrich the contents available at IDC. Shanghai Telecom will take the first move to deploy a mass storage center in an information hub complex located in Lujiazui CBD, providing the public services. The center is next to the IDC, which is in the information hub complex as well. As a result, they can be closely combined in service provisioning. The center will take a partition mode that is dynamic and flexible, to provide each customer separate storage space. It is expected that the center will be a new revenue source for Shanghai Telecom in the information age.
1. Bidding requirements
1.1 The equipment supplied by the bidder should conform to the standards and recommendations required by this technical specification, as well as the latest versions of the relevant technical specifications issued by the Ministry of Information Industry (or formerly the Ministry of Posts and Telecommunications) of the People's Republic of China. It not, the bidder should promise to modify or replace software and system hardware, as required, in the due cause, free of charge.
1.2 The equipment and systems supplied by the bidder should be under a compatibility test with equipment supplied by other manufacturers, required by the bid sponsor. If not compatible, the bidder should promise to make modifications as required by Shanghai Telecommunication Corporation.
1.3 The equipment supplied by the bidder should be matured complete systems that are fully assembled and go through stringent checks. A list of users of the equipment of the same kind should be provided (indicating time when the deals were made, places to be used and time for commissioning, etc) together with at least two copies of user's certificates and a copy of ISO9000 certificate awarded to the equipment manufacturer.
1.4 The software supplied by the bidder should include all the relevant software for operation, maintenance, management and statistics required by the proper running of the entire network and the main applications for information services. Software provided should be listed in details with description. If there are any mistakes or anything missing, the bidder should make it up free of charge. The software should be of the latest versions, network and system security, reliability guaranteed, and capacity expansion and software upgrade easy. In one year after the final verification of the equipment, if there are any new versions of software, the bidder should replace the software for the user free of charge.
*1.5 The bidder should give definite replies to all the requirements, article by article, in this technical specification and specific technical data and criteria. Ambiguous words or expressions such as "understand", "take notice of" should not be used in replies, otherwise the reply should be regarded as invalid.
1.6 All the equipment supplied by the bidder should be the matured products developed lately. The equipment supplied by the bidder should be designed for a life cycle of at least 15 years. The bidder should guarantee that the buyer can get the spares in the life cycle, no matter the equipment supplied is in production or not.
1.7 The bidder should provide detailed lists of installation materials and special-purpose tools (specifying names, type numbers and quantity) and the unit prices and total prices, including the information on routine maintenance for the equipment supplied. The indoor cables used to connect various kinds of equipment and hardware should be included in the costs of equipment. If there are any mistakesor anything missing, the bidder should make it up free of charge.
1.8 The bidding technical documents should include the following (but not limited to those):
Product description should include detailed technical features, functions, designed criteria, operating principles, block diagrams, power consumption, structure (capacity, size and weight) and networking scheme drawings, etc.
The sizes, weight, panel setting, wiring of all the racks (cabinets), various power supplies, power consumption, voltage and grounding requirements for all the equipment, room load, temperature and humidity, and environmental requirements.
Special requirements for supporting equipment.
Equipment reliability, including MTBF or Fit data and their basis for calculation and verification methods.
Performance of network management equipment, including types and quantity of managed network elements, network management functions, how and what to display at the network management system, fault statistics and expansion function of network management system plus interfaces, etc.
Testing items, criteria and testing methods for equipment and systems in the factory check.
Testing items, criteria and testing methods for on-site verification of this project.
Reports of product testing by other telecom operators or standard agencies.
*1.9 The bidder should note:
a) The additional equipment should allow interworking and interconnection with the equipment in the existing network at all kinds of interfaces and being integrated into the unified management of the existing network management systems by Shanghai Telecom.
b) The additional components for reconfiguration of the existing equipment should be fully compatible with the existing equipment.
c) The bidder should specify the after-sales services for the equipment supplied.
2 Bidding scope
This calls tenders for systems used at the Mass Storage Center by Shanghai Telecommunication Corporation. It is divided into 2 packages.
Package 1 Storage Systems (SAN, NAS disk storage system, FC switch)
Package 2 Backup Systems (backup software, automatic tape library, backup management server)
3 Technical documents
The technical documents provided by the bidder should be a complete set for management, operation and maintenance required by the proper running of the equipment, and include a complete storage solution. The bidder should provide a detailed list of the technical documents.
4 Quoting Requirements
4.1 The quoting for equipment by the bidder should be compliant to the requirements specified in this document. Please specify if anything not compliant.
4.2 The bidder should give quotations in accordance with the specifications by this document. The quotations should include those for connection equipment (e.g. optical storage switch) related to storage and the relevant software. Total price and unit prices by equipment category should be quoted respectively (list price, discount rate and concluded price). The quotations should be in the unit of US Dollars.
4.3 The bidder should list other expenses, for technical superintendence, technical documents, technical training, etc.
4.4 The vender should list separately in quotations a 10% of prices quoted as for spare parts.
5 Installation, debugging and acceptance
5.1 The bidder should be responsible for installation, debugging (of hardware and software) and commissioning of all the equipment they supply.
5.2 The vender should be responsible for tools, instrument and installation materials required by equipment installation and debugging.
5.3 The vender should show the buyer what and how to test the systems used for capacity expansion. The testing program will be proposed by the vender, and confirmed by the buyer.
5.4 The both parties will have negotiations for the details of acceptance. The vender should provide the factory check records and criteria for equipment acceptance. 
6 Technical services
6.1 After the equipment the buyer purchase being put into use, the vender should provide hardware replacement and warranty. If the vender releases system software of new versions (improved or with new features), they should be provided to the buyer for free use.
6.2 The vender should provide immediate technical support required for the equipment in use. 5*8 on-site maintenance and 7*24 support via telephone should be available. In case of any faults, support via telephone should be available within half an hour, on-site support within 2 hours and recovery within 4 hours.
6.3 During the period of quality warranty, the bidder is responsible for free maintenance of software and hardware. If there are any software upgrade during the period, the software of new versions should be provided free of charge and installed. The quality warranty lasts one year, starting immediately after the final verification of the project.
6.4 The bidder should list the unit prices for all the pay services before and after the period of warranty (e.g. on-site technical support, device maintenance, etc.) 
7 Project schedule
7.1 Engineering implementation program
Goods delivery time: within 45 days after the signing of the contract.
7.2 The duration of installation, debugging and commissioning is 2-3 weeks.
7.3 The vender should, on the basis of the project completion deadline proposed by the buyer, work out a project schedule, including details for time for delivery, equipment installation, testing, commissioning, and technical training, etc.
8 Training
8.1 5 persons/7 days for training in China and 2 persons/14 days abroad
8.2 The vender should work out a training program, as required by the buyer, including detailed information on courses, place, time, qualification of tutors, etc.

1 Technical requirements
*1.1 Stable performance, stable and smooth switching capability are required, MTBF superior to 30,000 hours, and system availability 99.99%.
*1.2 Support or enable either access with TCP/IP by a vast number of users and access through fiber channels (FC) by part of users. (Combined architecture of SAN and NAS is recommended)
The following architecture is a reference, showing the requirements for the framework of the whole storage architecture:

*1.3 The blank discs of the storage system have a total capacity of 3TB. All the storage capacity is required to be under unified management and allocation.
*1.4 Disc array redundancy supports RAID 0, 1, 5, 0+1 modes and multiple RAID modes simultaneously.
*1.5 Fiber channels used by storage hosts for upward connection should have at least 4 ports;
*1.6 FC switch should provide 20 ports for user access;
*1.7 Parity check for address bus should be supported;
*1.8 Bus bandwidth for the system should be greater than 700M;
*1.9 Average rotational speed of the disk should be equal to or faster than 10000 revolutions per second;
*1.10 Continuous operation of the system: while hardware replaced, added or microcode upgraded, the system is ensured to get the work done in an on-line manner; on-line capacity expansion and disk transfer are supported;
*1.11 Full hardware redundancy: power supply, cooling system, cards, bus, microprocessors are all redundant. It is ensured that automatic switching will be performed in case of any fault with the hardware. Single-point faults will thus be avoided.
*1.12 Self-detection and standby protection in case of any hard disk errors: the system can perform self-detection for any hard disk errors. If recovery is impossible, a standby hard disk will be loaded automatically and dynamically. Each hard disk can be a standby to the other with the same capacity;
*1.13 High I/O capacity, automatic I/O load balancing: the capacity provided exceeds 20000 I/O/s;
*1.14 Provide advanced copying and data snapshot features: allow on-line data synchronous/asynchronous mirrors for one or more local or remote copies, and perform fast, complete and incremental data copies; allow restore of backup data;
*1.15 Industry-leading backup software such as Omniback, Veritas, Legato, etc. and tape libraries like STK, HP, ATL, etc. are supported. A secure and efficient on-line backup and restore solution will be offered to backup designated system data;
*1.16 File servers are used for providing users TCP/IP connection. Each file server provides at least 4 Gigabit-class optical ports, trunking supported;
*1.17 File servers should guarantee full hardware redundancy. Power supply, cooling system, cards, bus, microprocessors are all redundant. It is ensured that automatic switching will be performed in case of any fault with the hardware. Single-point faults will thus be avoided;
*1.18 NFS and CIFS are supported;
*1.19 File servers have high I/O capacity and enable automatic I/O load balancing: the capacity provided exceeds 20000 I/O/s;
1.20 Multi-vender support for file servers allows simultaneous access to SAN storage by different venders.
1.21 1.21 Support of multiple servers and operating systems are required, as for either SAN storage or file servers; various PC servers, HP, SUN, SGI, ALPHA, IBM RS6000, etc. should be supported in a robust manner; It would be best to support IBM AS400;
Support operating systems such as Windows 2000, Windows NT, HP-UX, SUN Solaris, AIX, OS400, IRIX, Compaq UX, various Linux, FreeBSD, etc.
(Please specify the servers and operating systems to be supported, with testing reports provided)
1.22 Allow multiple operating systems start multiple I/O and access to one logic volume simultaneously; allow automatic I/O load balancing;
1.23 Multiple types of interfacing are supported: Ultra-SCSI, fiber channel, ESCON, FICON. All the channels are redundant. Automatic switching between channels is possible in case of any fault at one channel; (ESCON and FICON channels are not implemented in this project, only technical requirements should be met)
1.24 Systems should be recovered automatically, recovery from calamities is possible.
1.25 Systems can perform temperature detection and provide protection from over-heating;
1.26 Connection with optical switches via various interconnection schemes are supported simultaneously;
1.27 Provide excellent tools for system management: GUI- or WEB-based management provided allow direct access to business-class data stored and monitoring of system operation status and equipment performance. Functions for point-and-click real-time performance configuration management and error detection are provided to achieve single-point control and recovery from calamities. Tools for system management support multi-level user management. SNMP is supported, and standard MIB will be supplied for integration with industry-leading software for network management.
1.28 Provide excellent tools for service management (Storage Service Provider, SSP): GUI- or WEB-based management provided allows management of storage space for multiple users and on-line capacity changes for users. Statistics of storage use by users can be made.
1.29 Provide "redundancy for emergency at difference locations" schemes, take the mode of multi-point mode (with multiple hosts and one standby). The operation of remote redundancy for emergency supports remote synchronous, semi-synchronous and asynchronous modes. The communication links of remote redundancy for emergency support single-mode fibers, DWDM, ESCON, ATM, E1/E3, IP-based networks, etc. (The mode in which a single point will be used as the main one will be implemented firstly in this project. Easy expansion to multiple points is required)
1.30 Allow smooth expansion: smooth expansion to 10T, with increased hard disks in the same rack. Support co-existed hard disks with different capacities in the same rack;
1.31 Provide criteria related to equipment: operating temperature, humidity, power supply, footprint, divisibility, etc.              
Package 2 Backup Systems
2.1 Technical requirements for tape library:
*2.1.1 Stable performance, stable and smooth switching capability are required, MTBF superior to 300,000 hours, MTTR shorter than 30 minutes and system availability 99.99%.
*2.1.2 Supported by most of industry-leading backup software such as Omniback, Veritas, Legato, etc.
*2.1.3 Backup capacity of tape library is 3TB, can be smoothly expanded to 6TB;
*2.1.4 Throughput of tape unit is equal to or greater than 6M/s;
*2.1.5 Throughput of tape library is equal to or greater than 100GB/h;
*2.1.6 Continuous operation: while hardware replaced, added or microcode upgraded, the system is ensured to get the work done in an on-line manner;
*2.1.7 Provide excellent tools for system management and WEB- or GUI-based interfaces for management, such as data management, tape label management, etc.
*2.1.8 Full hardware redundancy: power supply, cooling system, cards, bus, microprocessors are all redundant. It is ensured that automatic switching will be performed in case of any fault with the hardware. Single-point faults will thus be avoided;
*2.1.9 Support SCSI channel and fiber channel simultaneously;
*2.1.10 Provide criteria related to equipment: operating temperature, humidity, power supply, footprint, divisibility, etc.
2.2 Technical requirements for backup software:
*2.2.1 Provide fully automatic backup of network data and flexible backup;
*2.2.2 Allow efficient management of multiple storage media;
*2.2.3 Allow centralized management of data;
*2.2.4 Allow automatic restore of data;
*2.2.5 Allow archiving of historical data;
*2.2.6 Support recovery from calamities;
2.2.7 Support multi-platform backup and restore, support operating systems like Windows NT, Windows 2000, Linux, FreeBSD, SUN Solaris, AIX, HP-UX, ALPHA, etc.
2.2.8 Support hot backup of database, support databases such as DB2, SQL Server, Oracle, Sybase, Informix, MySql, etc.
2.2.9 Support backup and restore of the whole system; support backup and restore of files; support backup and restore of databases.
*2.2.10 Should support 20 Windows NT/2000 users and 10 UNIX users; 10 Microsoft Exchange Server users and 5 Lotus Domino users; 10 Oracle users, 20 Microsoft SQL users, 1 SAP R/3 user.
*2.2.11 Equipment quotations should include server platform that backup software is running on.
