Pudong New Area of Shanghai is an administrative area to the east of the Huangpu River. The busiest Nanjing Road and Bund are at the other side of the river. Pudong has an area of 533 square kilometers and a population of 1.03 million.

Historic changes have taken place in this land, once neglected in the past. A long-cherished wish of many generations of people has become a reality. Pudong of today shows rapid increase of comprehensive economic strength, continual improvement of infrastructures, expandable functions of finance, trade and high-tech and balanced development of social activities. A new town that is open, multifunctional and modern appears rapidly in the east of the Huangpu River. Pudong New Area has become "a miniature of modernization drive in Shanghai", and "a symbol of China's opening and reform".

On April 18, 1990, Chinese Government declared that Pudong would be open to the rest of the world and this "Head of Dragon" should quickly build Shanghai into one of the international centers of economy, finance and trade. As a result, a new economic take-off in the Yangtze River Delta and the Yangtze River Basin as a whole will be promoted. This is an important landmark in China's opening and reform.

The Ministry of Posts and Telecommunications issued a set of special stamps featuring Pudong of Shanghai (6 pieces in all) a souvenir sheet on September 21, 1996.
